�鶹��Ƶ (MTCC) demonstrates that the student who registers in a distance learning course is the same student who participates in and completes the course and receives credit by verifying the identity of the student through the use of a secure login and password.

When students receive admission to MTCC and register for classes, the College assigns each student a unique student ID number through Datatel, the student information system the College uses.

When students enroll in distance learning courses, the Distance Learning administrator pulls student’s enrollment information for distance learning courses from the registration information in Datatel into Blackboard in order to create each student’s unique login and password. Student information in both Datatel and Blackboard is part of a secure access network that user roles and access permission limit.

The College gives permissions that control access rights in Datatel according to job responsibilities and positions. Only the Director of Technology or designated staff member can access the system to alter permissions and rights, and the Director of Technology must receive written permission from at least the vice president level to grant additional access or permission.

In Distance Learning, the Blackboard Administrator assigns roles with access limitation and parameters to users. The student role limits access to everything except information that relates to that particular user and password. Students cannot see other student’s grades, contact information, or coursework except discussion posts. Faculty and key administrators have additional permissions the parameters of their roles dictate.

The College has written procedures protecting the privacy of all students regardless of the delivery method of the classes in which they enroll.

The Student Records: Confidentiality and Release policy and procedure in the �鶹��Ƶ Catalog and Student Handbook as well as the �鶹��Ƶ Employee Policy and Procedures Manuals details the protection of access to student information at MTCC. The College adheres to all requirements the Family Educational Rights and Privacy Act of 1974 (FERPA) sets.

Each semester, the MTCC Distance Learning administrator publishes a Distance Learning flyer that accompanies student’s semester registration slips and appears on the distance Learning page of the MTCC Website. One of the standard statements in this bulletin says, “MTCC charges no student fees solely associated with distance learning courses”. The fees distance learning students pay are the same fees all curriculum students pay. This no-fee statement is also in the MTCC Student Handbook under Distance Learning & Non-Traditional Classes, subsection Distance Learning.
